What Is the Texas Veterans Land Board Home Loan Program?
Texas has one of the most veteran-friendly real estate environments in the country — not just because of VA loan access, but because Texas offers its own state-level programs specifically for Texas veterans that most people have never heard of. Here is what exists and who qualifies.
What Is the Texas Veterans Land Board?
The Texas Veterans Land Board (VLB) is a Texas state agency that has been providing low-interest loans to Texas veterans since 1949. The VLB administers three distinct programs: the Home Loan Program, the Land Loan Program, and the Home Improvement Loan Program. To qualify for any VLB program, a veteran must be a Texas resident and meet the VLB's service eligibility requirements. Per the VLB's official program descriptions, eligibility includes veterans who served 90 consecutive days of active duty (other than training) and received an honorable discharge, along with current active-duty military members who have completed 181 days of active duty.
The VLB Home Loan Program
The VLB Home Loan Program provides below-market interest rate mortgages for the purchase of a primary residence in Texas. The program offers rates that are typically competitive with or below conventional market rates, making it a valuable tool for veterans who may not qualify for the full VA loan benefit or who want to stack VLB and VA benefits together. The VLB Home Loan can be used to purchase a single-family home, townhouse, or condominium in Texas. The loan is originated through the VLB directly, and there is no requirement that a VA loan be used simultaneously — though VLB loans can be combined with VA guarantees for maximum benefit.
Stacking VLB and VA Benefits
One of the most powerful strategies available to Texas veterans is using a VA loan for the zero-down-payment and no-PMI benefits while also applying for VLB benefits where applicable. Texas veterans who have served on active duty and received an honorable discharge may qualify for both the federal VA home loan guaranty and the Texas VLB's below-market rates simultaneously in certain configurations. A lender who specializes in Texas veteran programs can walk through the specific combination that produces the best overall loan terms for a given veteran's profile.
Why This Matters in the Boerne Market
San Antonio is home to multiple major military installations including Fort Sam Houston, Lackland Air Force Base, Randolph Air Force Base, and Camp Bullis — making the Boerne and Kendall County area a significant market for active-duty military buyers and veterans. Many of the buyers Rise Property Group serves in Boerne have military backgrounds, and ensuring they are aware of every program available to them — federal VA, state VLB, and TSAHC Homes for Texas Heroes — is part of what we bring to every veteran buyer relationship.
